สถานการณ์ภายในประเทศไนเจอร์ยังคงน่าเป็นห่วง หลังเกิดเหตุรัฐประหารยึดอำนาจประธานาธิบดี โมฮัมเหม็ด บาซูม เมื่อวันที่ 26 กรกฎาคม 2566 และได้ก่อตั้งรัฐบาลทหาร ภายใต้ชื่อกลุ่มว่าสภาพิทักษ์มาตุภูมิแห่งชาติ - National Council for the Safeguard of the Homeland (CNSP) โดยมีนายพล อามาดู อับรามาเน ชีอานี เป็นผู้นำสูงสุด
ล่าสุด กลุ่มชาติพันธมิตรแห่งแอฟริกาตะวันตก ภายใต้ชื่อกลุ่มว่า Economic Community of West African States (ECOWAS) ตัดสินใจยื่นคำขาดที่จะใช้กำลังทหารเข้าแทรกแซงกิจการภายในของไนเจอร์ หากผู้นำทหารไม่ยอมปล่อยตัว และ คืนอำนาจให้ ประธานาธิบดี โมฮัมเหม็ด บาซูม ภายในวันอาทิตย์ที่ 6 สิงหาคม
ด้านอาจารย์สมศักดิ์ เจียมธีรสกุล ได้โพสต์ให้ความเห็นต่อข้อความของ Edwin F. Stanton ที่ว่า…
“Later the Prince Regent told me it seemed to be in the best interest of the country to acquiesce in what had been done in order to avoid bloodshed. “As you know,” he told me, “bloodshed is abhorrent to us as Buddhist”
ที่ ‘ทุ่นดำ-ทุ่นแดง’ แปลว่า “ต่อมา The Prince (กรมขุนชัยนาทฯ) ได้ตรัสแก่ข้าพเจ้าว่า มันน่าจะเป็นผลดีแก่ประเทศชาติที่สุด หากจำใจต้องยอมรับในสิ่งที่ได้เกิดขึ้นไปแล้วเพื่อหลีกเลี่ยงการนองเลือด ‘อย่างที่คุณก็ทราบดี’ และพระองค์ตรัสแก่ข้าพเจ้าว่าอีกว่า ‘การนองเลือดเป็นสิ่งที่น่ารังเกียจสำหรับเราในฐานะชาวพุทธ’”
“ทุ่นดำทุ่นแดงได้ฝากมาบอกว่า ให้อาจารย์สมศักดิ์ลองไปอ่านหนังสือ The November 1947 Coup: Britain, Pibul Songgram and the Coup ของ Nik Mahmud ดู (ได้แนบเอกสารหน้าที่อยากให้อาจารย์ดูมา) หนังสือเล่มนี้เป็นเล่มเดียวกับที่ณัฐพลใช้ แต่เขาดันตัดวลี ‘โดนจี้’ ออก ลองอ่านนะครับ

อาจารย์คิดว่า ประโยคข้างต้น แปลหรือสื่ออะไรครับ ?
แล้วดูประโยคที่ยกมาเองนะครับ ‘acquiesce’ ตาม Cambridge หมายความว่า “to accept or agree to something, often unwillingly”

ในส่วนประเด็นนี้ณัฐพลกล่าวได้ถูกต้อง โดยจากการตรวจสอบเอกสาร NARA พบว่ามีการระบุข้อความว่า “[…] he anticipated Field Marshal would experience difficulty in forming government […] Rangsit, had insisted cabinet must consist of good men and that not improbable Phibun and his government would be overthrown in few months time […] Attitude of Parliament, particularly Senate, which is largely pro-Khuan, also uncertain and rather than risk vote no confidence […]”
4. 2.2 เมื่อพิจารณาจากเอกสารชั้นแรกเพิ่มเติม คือ เอกสารชั้นต้นจากหอจดหมายเหตุสหรัฐฯ ใน NARA, RG 59 Central Decimal File 1945-1949 Box 7251, Stanton to Secretary of State, 7 April 1948 (ผู้เขียนเข้าไม่ถึงเอกสาร) ; Stanton to Secretary of State, 8 April 1948, Memorandum of Conversation Prince Rangsit and Stanton, 9 April 1948
ข้อความที่ 1 “This group told him coup d’etat party was determined force resignation Khuang government and place Phibun in power. They asked Prince Rangsit name Phibun Prime Minister.”
ข้อความที่ 2 “He said he had summoned Phibun to appear before Council and that Field Marshal was accompanied by General Luang Kach, Field Marshal talked at length situation in Siam, menace of Chinese and Communists, and Rangsit said he talked very intelligently.”
ข้อความที่ 3 “Council now faced with problem appointing new prime minister. […] Luang Kach said Phibun obvious man. Rangsit suggested since Phibun was Commander-in-Chief Army, someone else perhaps more suitable as prime minister. Luang Kach in very vehement manner declared military group would accept no one but Phibun.”
[“All though government decided no special session parliament advantages pressure from Regency and Senate president may result in May session. Reasons being no Regency council without parliament, no new Senate appointment, no Senate president to countersign orders, no constitutional tribunal to enforce new provisions particularly regards RP's.”]

- เอกสารชิ้นนี้รายงานเพียงว่า กรมพระยาชัยนาทฯ ทรงกล่าวกับสแตนตันว่าจอมพล ป. ‘น่าจะ’ ประสบความยุ่งยากในการตั้งรัฐบาล” [“He anticipated Field Marshall would experience difficulty in forming government”]
โดยเฉพาะอย่างยิ่งเพราะพระองค์ยืนกรานกับเขาว่าคณะรัฐมนตรีต้องประกอบด้วยคนดี [“He, Prince Rangsit, had insisted that cabinet must consist of good men.”]
และทรงยอมรับว่า “ไม่ได้ถึงกับเป็นไปไม่ได้เสียทีเดียวที่จอมพลป. และรัฐบาลของเขาจะถูกโค่นล้มในอีกไม่กี่เดือนข้างหน้า” [“not improbable Phibun and his government would be overthrown in few months time.”]

อนึ่ง อยากเสริมว่า ตัวสแตนตันเองเขากล่าวถึงการรัฐประหารครั้งนี้ว่า “เขารู้ว่ารัฐบาลสหรัฐจะมองสิ่งที่เกิดขึ้นนี้ด้วยความเสียดายอย่างยิ่งว่าเป็นการใช้กำลังโดยพลการ” [“I said I most unhappy at turn of events and knew US government could only view this further instance arbitrary use force with great regret.”]
“(I inquired whether he thought Phibun could count on much parliamentary support. Prince Rangsit replied that so far as the Senate was concerned sentiment there was largely anti-Phibun and pro-Khuang. As for the lower house he seemed to think that anything could happen and went on to explain that the caliber of members of the lower house was pretty poor and many of the members open to corruption. He said it was really difficult to say what might happen if Phibun appeared before parliament as now constituted and ask for vote of confidence. He said it would not surprise him if further pressures were brought on the council to dissolve at least the Senate which then would lessen the risk of a non-confidence vote. (It will be recalled that following the coup d’état of November 8 the Senate was appointed by the supreme council of state)”
